well i have a 00' explorer, im not sure how much different the setup is but my fuel filter is under my drivers door, its located on the inside of the frame rail, its pretty easy to find. You have to go to autozone or checkers or whatever you have and ask them for a fuel filter quick disconnect tool.....its a set of little plastic rings you have to push into the ends of the fuel filter to release the lines from the filter....if you gotta use these, DONT GIVE UP! they are a pain in the ass in my opinion, took me like 10 minutes to pop the filter loose.

What type of quick disconnect tool are you using?

Sometimes the plastic units have a hard time reaching deep enough for a disconnect.. Make sure the coupling is clean and free of debis, spray a little  lite lube inside and insert the tool until it bottoms.. You should be able to actually feel a slight 'click' or snap as the tool releases the spring.. Twist and pull to release.. I use the OTC tools as they seem to reach deep enough, sturdy and don't flex ect..
