Could it be a fuse or cable issue not sure how they work. Speedo bounced around under 30 mph for a long while then just stopped working. Any help would be appreciated. Thanks

These instrument cluster/speedo's aren't cable driven any longer.. If you were having a 'bounce' issue the speedo head is probably going/gone bad.. Odometer still working? They use a magnetic style gauge/s and they ARE NOT servicable separately.. The Speedo (depending on if you have RABS (Rear anti lock brakes) or 4WABS (Four wheel anti lock brakes) gets its vehicle speed indication through the the rear axle speed sensor for RABS, and the rear anti lock brake sensor if 4WABS.. Does the trans shift OK (Auto), any ABS light, or the OD light on if auto? Doubt its a power distribution problem as more than the speedo would be affected, but here's the fuse locations/circuits if you want to check for peace of mind.. The rear axle sensors are 'known' for failure, but 'usually' a warning light for ABS/OD will accompany some bad/firm shifts as shift timing/scheduling is done in part through the speed sensor as well..The cluster/speedo head can be repaired, or a possible slavage yard unit is also another option if proven out to be a failed unit...
Circuit/fuses.. 2 and 19
