unreasonable ABS replacement situation

I have a 95 Windstar that has been in the shop for over 2 months now awaiting a replacement part for the ABS system. This part is the central control unit (EHCU) which I understand is manufactured by Kelsey Hayes; the ABS problem being fixed is a defect that unfortunately has caused the regular braking system to not work also. (At this point I don't care about the ABS but I need the regular brakes!) The problem is well described in an internet posting at:

It is also related to some TSB's that Ford issued on the ABS (about misdiagnoses of brake master cylinder problems)

This situation is really unreasonable because:

(a) between Ford and Kelsey Hayes, there is a backlog for this replacement part that has forced my car to sit in the shop for over 2 months - it is hard to believe that part supply inventory is so poorly maintained to result in this kind of delay
(b) the problem itself really represents a design flaw - problems in the ABS system should not render the regular braking system unusable
(c) getting this part replaced is going to be expensive ($xxxx.xx)

Isn't this scenario worthy of a recall?
