Default 1998 Crown Victoria trac control light with engine stutter

I have a 1998 Crown Vic Police Interceptor. Recently my trac control light has come on for no reason and the check engine light briefly flashes, but does not stay on. When the engine light flashes the engine will stutter. Other than this the car runs fine. I had a friend find a short in some wires and repaired them, but this still keeps happening. If I try to go over 50 the engine light flashes more often with the stuttering. I have no idea what this could be and what does the trac control have to do with the engine stutter? This is my only car and I can't afford an expensive fix or a new one. I don't know what to look for first. Any help would be appreciated. I have taken it to read for codes, but since the check engine light doesn't stay on, I don't get any codes

When was the last time the battery and alternator have been replaced?

Have you tested the abs sensors?

The battery is brand new, only a few months old if that. The alternator hasn't been replaced yet, but have no problem with starting. I haven't had the ab sensors checked yet either, wasn't sure where to look. I have a friend who knows crown vics well, he thought it had something to do with the wiring harness, I recently had a fuse blow and the horn would blow on it's own while driving. Tore apart the wire harness found several shorted spots, but didn't help the trac control light prob. I can't make the light come on when sitting on idle, even when revving the engine. It takes about 15 mins. before the light comes on, when it does if I try to go too fast it stutters or hesitates a lot. the check engine light will give a quick flash at each stutter but that's it. I'll let my friend know about the ab sensors, see if that helps. Thanks
