Default Getting stock horn to work on an ex-cop car

Hey all,

Just picked up a '00 Crown Vic P71 (Police Interceptor). Noticed the horn does not work. I don't have the manual for the car or anything, so I can't even check to see if the fuse has been pulled or something. But does anyone know if they remove the stock horn in crown vics when they go into the service? Where can I look to see that I still have the horn? Anything to check in addition to the fuse and the physical horn itself?

Look under the hood around the power distribution box. A lot of times they cut the wires there to wire in the air horn.
