Default secondary air control valve

I have an 85 ltd crown vic with the 5.0 motor. Whenever I start the car after 30-45 seconds of idling, air comes pulsing out of the secondary air control valve located on the passenger side wheel well (this part is connected to the smog pump by an air hose). It sounds like a model airplane for as long as the engine is running. If I turn on the lights or anything electrical, it sputters and dies. I replaced the alternator twice and know it is not the battery or alternator that is bad. Anyone know anything about these air valves??
