Default Exhaust idea, suggestions? 99 P71

I am redoing my exhaust and have some ideas but would like some input on potentially smarter, or better ways I can do this.

Car: Crown Victoria P71
Year 99

Manifold/ Header
I have not been able to find much information on headers/ manifolds except that they are out of my price range. Any ideas there would be awesome.

Cats:
What I have found out about cats is I can get rid of 2 of them and use high flow cats for the other two. I am not sure if this is going to mess with the O2 sensors. I am stationed in Italy so emissions is not a problem, but I would like to avoid throwing any dash lights if I can. Is there is a certain brand that is good (and cheap as possible)

Piping
I am thinking of 2.5 from the manifold to the muffler and 3 from the muffler out, but I don’t want to go to big and loose power. I’m not sure whether an X pipe or H pipe is they way to go, any insight on that would be cool.

Mufflers
I like the sound of Bassani, is there a web site that has good deals?

I’m not rich just regular Joe, I am looking to spend around 800, or less if I can! Any ideas welcome.

are the 99s made with stainless steel exhaust? they sound great with flowmaster 40 series. i think fords need crossover pipes for balance, x-pipes flow better...i guess it depends on preference and overall power output. with a small home/hobby mig welder, you can rig up a complete exhaust system for under $300 here in canada.

I wouldn't go more than 2.25 inch duals all the way back, and I would use an X pipe if I could, or a H if the x is not available. Do not use 3 inch anything on these little engines. That is way to big. really 2.5 is to big for a stock engine.
