Default E350 cranks fine but wont start

OK So I have a '92 E350 motorhome with a 460 EFI engine. Every year I seem to have the same problem getting it to start, it cranks over just fine and once in a while it starts right up. Since its a Motorhome it sits more than I do.

Last year when I got it smogged here in So California, it would not pass the gas system pressure test. They changed some of the hoses at the tank and they asked if it was hard to start, this should also fix that. Well it was great that trip and for the time being, it started every time. Shift gears to now, back to cranking and no starting. I have checked the Fuelpump relay and it clicks as it should yet I do not hear the pump run. Is there an inline fuse between the pump and the relay? The shutoff switch is OK I have even bypassed it to eliminate it.
Any help would be great!

Some info I have shows a 30 amp fuse for Econoline fuel pump. Not sure if E350 RV Chassis has the same set-up. If there is a fuse panel under the hood in the engine compartment the fuse might be located there.
What I usually try as a quick test is to use a test light and probe both sides of each fuse and if one side lites the light the other side of the fuse should do it also. If it doesn't the fuse is open. Then you can remove it and visually check it too.
Keep in mind if neither side of a fuse lites the test lite , the key may need to be in the on position. Let us know what you find.
You can even use the test lite to confirm that power is getting to that inertia switch which will lite for 1-2 seconds when the key is first turned on or when the engine is being cranked.
