Default EEC-IV plug Issue and Start up issue

Hello all, I'm new to this Forum, andI wish to ask a few things. The vehicle in question is my 1989 E-150 Hi-Rise Conv. Van, with the N-code 302. After siting for periods greater than 4 hrs., the van has an issue starting (extended cranking times), and when it finally starts, it sometimes stumbles and quits, and some days (if I'm lucky), it will just surge @ idle until it is loaded and at operating temp. Placing the transmission in gear will also prevent shutdown. Also, the engine idles high when in Park or Neutral.Next question, I tried plugging my personal scan tool into my ALDL, and the tool informs me to check connection and try again. My tool and wiring are good, is there a way I can check the plug without backfeeding to the ECM? Is there a fuse (link)? If so where? Any and all help will be greatly appreciated.
