Default How to test the Relay Control Module?

I'm having some odd issues with my near death 97 Escort; the fan and my fuel pump both run almost non-stop while the car is off, and it's throwing two codes (three really but I know why on the third and it isn't an issue), p0135 and p1132, both upstream o2 sensor codes.

Furthermore, I had originally been popping the fuse for the fan and the fuel pump to keep the car from running the battery dead overnight, but I recently discovered that if I unplugged the o2 sensor everything shut down that way as well. The o2 sensor has been replaced, with no difference, same codes, same malfunctions.

I'm suspicious that that the CCRM has gone, but my Chilton's doesn't mention anywhere how to test if it is indeed bad. Does anybody here know or have any other ideas of what to look for?
