Default Expedition Turn Signal and Brake Light Problem

I have a 2004 Expedition with the 5.4 liter engine. All of my turn signals, brake lights, and hazard flashers work properly except for the ones located in the right-rear of the vehicle. In this location the hazard, turn, and brake lights do not work. I have replaced the bulbs and the multifunction switch and the problem persists. While changing the multifunction switch, I checked to make sure every wire was making a good connection in the harness and everything appeared to be fine. Raising and lowering my steering wheel does not make a difference and fuses 13 and 23 are good.

If anyone could help out by letting me know if there is something I am missing or something else I can check I would certainly appreciate it. I try to figure things out on my own before requesting help from others but this one really has me frustrated.
