In reply to your PM, The ECM is basiclly the same as the PCM. Same part, different name. The ECM is known as the Electronic Control Module, Engine Control Module or Emission Control Module. Ford calls the same thing the PCM, Powertrain Control Module.
Ford has a Generic Control Module (GEM) close to the location you described. It is located behind the fuse panel under the dash. Go to the following site. It is the Ford parts site and shows where the parts are.

Thanks, way 2 old !
I checked with a 2003 Ford Excursion/ Superduty wiring manual (Ford) and that was why I said I couldn't be positive about the Expedition, but I'm pretty sure that by this time we know everything in the manuals is not 100 per cent accurate.
I took one look at the pix where the gentleman showed approx where the ECM was located and my first thought was, Gosh he really didn't have to go through all that trouble to find it. Had a good laugh.

Create an account there and use it for research. You can also go to www.fleet.ford.com and use the VIN decoder with VIN and know what the vehicle is. Problem is it just goes back a few years. You can also download owners manuals there.
