Default 1997 Eddie Bauer hesitation/skipping

I have a 1997 Eddie Bauer Explorer with the 302 engine and 97k miles. When driving in overdrive, the engine skips/misfires terribly at 45-50 mph when under load (i.e. going uphill/towing). When you kick it into a lower gear, the problem either goes away or is masked by the higher rpms. Plug wires have and sparkplugs have just been replaced, have run injector cleaner through tank as well as -2- tanks of hi-test fuel.
Could this be the TPS?, if so, where is it located and how do you adjust/replace?

Any insight would be appreciated.
