Default 1997 explorer xl

I'm having problems with the explorer. My cruise control buttons work but will not maintain set speed. changed the module on the brake system twice. any help to fix?
also my o/d light comes on, no 4th gear, after a while it goes off, drives good. but will come back on later.
would these two be caused by the clock spring in the steering wheel or some thing else?

Have you considered having the computer checked for any pending codes?

yes... the only codes that show are for my egr and oxygen sensor

It would be a good move to correct the known problems first, since electrons have a way of affecting other systems too.
