Default beeping driving me nuts, and electrical

99 explorer sport 4.0 ohv
When I turn the car over, I get 3 beeps. About 5 seconds later, 3 more beeps. And again. It does this for about a minute and a half. Can't figure out why it goes on so long. It's really annoying.
When I bought the car, I noticed someone had cut the wires under the front seats (I assume, to stop the annoying seatbelt beep) . Could this be causing it?
Also, the radio will randomly switch to the cd player. And when I turn on the dash lights (not all the way to dome), the dome light flickers. Any ideas there? All fuses and relays have been checked and tested.

Certain connections need to be complete for the seat belt system to function as designed. Try to get the wires under the seat back to the original set up. The system does not see a satisfactory reply as long as the wires are separated , missing or messed up.Unfortunately , there are people out there when the don't understand something attempt to eliminate or disable the systems, but some systems are so smart they won't tolerate altering and I believe you may have one of them.
