Default No highway power

'03 Explorer, 6cyl. Vehicle drives fine in town and at highway speeds, but whenever I try to pass and the engine downshifts to a power gear, the RPM's increase as normal, but my speed doesn't increase. Again, the engine does not misfire, run rough or give any other poor performance indication.

sounds like a fuel problem clogged fuel filter or partially clogged cat
