Default 98 f150 heater problem

Okay, so i've replaced my heater core, changed the thermostat, and also flushed the coolant system but my heater continues to blow cold air. Any suggestions?

Both the heaters hoses hot?

Probably the blend door or actuator..

Both the hoses are hot. I know where the blend door is, but where is the actuator?

could be an air lock,drain a gal. out start it,pour coolant in slowley
