Default F150 gas blows out of gas cap

1990 Ford f150 dual tanks, On both tanks the pressure in the gas tanks build up like crazy. When driving for a few minutes the truck will studder and might die. I stop and can smell gas leaking, check a gas cap and fuel is dribbling out. Take off cap and gas blows out , maybe a few cup fulls. The other tank almost empty only lets out a bunch of air. Truick was just smogged last week, thinking if maybe the smog place did something. Took it back to them but they are no help. Could the pressure test on the gas caps could have caused them to fail and not vent anymore or is it just something that has gone bad. I noticed in the engina area a solenoid type of valve on the fuel lines, could that be bad? Been a few days since I looked at it but I think it was on the left side near the bottom of the engine near that charcoal container, that was changed years ago when it started to dribble out gas. I think its a serious problem, luckily the truck rarely gets driven. Has around 80,000 miles on it , its a straight 6 4.9L

vent system stopped up some where check all vent lines for obstruction
