Default Keep Blowin' Trailer Tail Light Fuse

I have a 1999 F-150 with factory tow package. I keep blowing the tail light fuse under the hood, just the trailer tail light fuse. I even put a 30 amp one in and blew it. The trailer signal/brake/flashers keep working. I rewired the trailer thinking I had a short but it didn't help. any suggestions?

Blows the fuse even with the trailer unplugged?

try changing the tail light bulbs on trailer one may be shorted out inside bulb i've had that happen several times

No....... Doesn't blow when trailer is unplugged. I will try changing the bulbs and see what happens. thanks
