removing cats, is it illegal?

if he can find a piece of pipe to go over that place that broke in two then he may not have to replace the cats. and it might start running like it should. one other thing if he rods out those cats. it would be the same as if they weren't there but the shells of them would be and the state inspection will usually only look to see if they're still there. now if they smog it then that's a different deal all together.
