Default 1999 F-250 horn issue

99 F-250 7.3L failed inspection because my horn does not work. Eliminated the relay and fuse as the problem. Have read where it is a PITA to access and remove the horns. I must agree. I tried it and quit. So I am guessing that it is either a bad ground, the horns or something in the steering wheel. By that I mean where you depress to make the horn honk. Have also read that if that is it then it means the air bag and horn switch are contained in one......Anywho, any help would be helpful like using the existing wire and installing new horns in a different location or is there a easier way to access the horns? The State of Texas says I have 15 days to fix this problem or pay for another inspection after that.

If the sliding contact/clock spring is good, you should be able hear/feel the horn relay 'click' when the wheel center is depressed. Clock spring is a fairly common failure for cruise and horn issues. It's a sliding multiple circuit ribbon tape, and they usually fail towards connected ends from stress/time. If the relay is closing, either its contacts are bad, or there's an issue with the horn circuit forward or horn.

If the relay doesn't click, you can find the small 'solid'dark blue' wire on the column connector for the clock spring and ground it to see if the horn works. It will take the clock spring and horn contacts out of the diagnosis..

I can hear the relay click when the horn is depressed. I replaced the relay and the fuse just to cover both bases and tried the horn again and it blew the fuse so I am guessing the clock spring, a ground or the horns are bad. Process of elimination here. Thanks for the info. Any additional with what I just mentioned will be helpful.
