Default 2004 F250 Turn Signals

While pulling a horse trailer, my turn signals stopped working completely. The owners manual shows only two fuses associated at all with the turn signals. Pulled 20A fuses and they both looked ok. I looked for a turn signal relay but it is not shown in the owners manual. Where is the turn signal relay located? Any ideas on what else could be wrong? THanks to all.
