Default 88 F250 Start problem

This vehicle is in time and has spark (both tested numerous times). Can pull it to start or with starting fluid. After started runs fine. So does not seem to be getting fuel in the start mode past injectors to cylinders. 40 plus lbs. fuel pressure on the rail. Can anyone suggest why this is happening? Much appreciated.

Don't know if this what is causing the problem you are seeing, but------
If there is insufficient voltage available to the ECM when cranking, the ECM will not fire the injectors. This might be caused by a starter with a very high starter current draw, a battery that can't supply sufficient voltage when heavy starter load is placed on it, Weak charging system or just plain poor connections from the battery to the fuse block, and the rest of the system. The fact that the starter is involved here raises some suspicions. If you can check the battery voltage when cranking the engine to start it should not drop below 9.6 volts. Before going any further it's important to know what that reading is.
