Default 99 F350 not starting

Hello

Was hopeing that perhaps someone may be able to point me in a direction. I'm having a hard time starting my 99 F350.

The truck sat for about a year and now we are trying to get it started. When you turn the key nothing happens.. The battery was dead so I replaced it, tried to start it and the gauges worked and it dinged but the engine won't turn over, and the starter doesn't click either.
I thought that perhaps it was the solenoid so I replaced it as well but had the same result.

I did short the two poles together on the solenoid to test the connections between the battery and starter... The starer turned and it also turned the engine...So it's got to be the signaling circuit to the solenoid...

I'm told this year doesn't have a starter relay so that leaves the ignition switch or the neutral switch? Not sure were either are or how to get to them... any thoughts or help on this?
