Default Fuel Filter leak 7.3 Diesel

1999 F-350, V8 7.3 diesel
I am having trouble finding the fuel seep I am seeing on the fuel filter housing. At first I thought it was from the drain valve operating handle (ball valve) and I replaced the drain valve assembly.
Wrong. No change.
I noticed that I could tighten the cap about 1/4" in rotation by hand exerting considerable force.
Still a seeping.
Any history or thoughts on what to do?

There are a few good videos on u-tube that show and explain how to correct the leaking bowl problem. Much easier than trying to explain it all here. You can do it !
