Default Like input on rust cure idea

I have a 96 250 I bought in Idaho which has almost no rust anywhere. I had an idea how to keep the rear wheel wells from rusting out (the truck is now in NY)as I see so many do.

I thought if I drilled a small hole on the inside of the wheel wells where the inner fender is attached to outer fender, and fill with POR or like mat. it could stop the rust from forming in that pocket. Then plug hole with silicone. Stupid idea?

From what I have seen the road dirt get up in there and can't dry out . It retains moisture and promotes rust. Your idea may work, let us know how it works out, thanks.
