Are you checking steering wheel ply with or without the engine running?

The steering wheel will move quite a bit without moving anything if the engine is not running.
Did you get underneath and have someone move the steering wheel with the engine running to check for worn steering linkage parts?
There is a sector shaft adjustment that can be made at the steering box.
You just loosen the lock nut and turn the slotted screw in while the wheels are in the straight ahead position. Depending on how much wear has taken place you might turn it close to a whole turn. Just don't turn it in so much that the steering shaft worm gear binds. You should feel a high spot when the steering is in the center, and that is where you must not create a bind.
