Been a while
Either the tower cap is threaded on and will have a large hex on the outer most edge of the cap, or,, if you can see to 2 pins at opposite sides of the tower then it is a cam lock type.. If it has the pins, you can take some channel locks and use the 'sides' of the teeth to grip/drag the raised area of the cap and 'push down' and 'twist' the cap slightly (about 1/2") to get it down/off of the pins and it wil pop up with the spring pressure.. Hard to get a bite with the locks, but usually it will grab just hard enough to move the cap free..
