18" is your wheel size, 17" tires won't physically fit on your wheels. You would have to buy new wheels as well.

The 275 in your tire size means the nominal width of the tire in mm (11" approx.)

The 70 is the ratio of sidewall to width (70% if 275mm = 193mm/7.6")

Your outside diameter is 2x7.6" + 18" (wheel/rim size) = 33" approx.

18" tire selection is somewhat limited and are more expensive then most sizes, but some 17" wheels might not even fit over your breaks (I know most won't in my 08).
