Yes . I try to use the terms that were used in the model year and sometimes they changed mid year. ECA, ECM, PCM are all one and the same.

One of the best investments you can make if you are planning on doing your own work is in a multimeter. You can check many functions in an automotive system. They all come with instructions and you can obtain answers from folks here in the forum if you require additional help.
With that said, lets get on to solving your starting problem.
You stated your battery could be a possible source of the problems you are coming across. If you can, swap the battery in question with a good /new one. You have to correct certain problems before you can move to the next one. A weak battery just cannot provide the energy you need to operate the computer and injectors correctly. Can you do this?
I don't recall if you stated whether or not you had spark available, do you?
Also how are you checking for correct fuel pressure? Do you have any carb and choke cleaner available?

Yes I have amazing spark, with new plugs but I did not gap should I? I figured they already where to cars specs. And I used a fuel preasure guage wich read 44 psi, and it cals for 40-60 psi. I can steal my sisters battery for lil while to . And i have choke, carb cleaner. Now what?

OK ! Spray some carb and choke cleaner into the intake and see if the engine makes any attempt to start. If so we go after a possible no fuel problem to the cyls. With good spark as you state , it should start momentarily. Then we can go after why the fuel isn't getting injected into the cyls.
We always check the gap when installing new plugs since those plugs could be for another engine too!

I need some help from you this time.
We know your vehicle has a 4.6 engine
I need to confirm : --- V8, sequential fuel injection, single overhead cam, VIN 8th digit is a "W" and a 1995 with OBD II system.
With a crank sensor it should be OBD II.
