It is supposed to suck vapors from the charcoal canister when proper conditions are met. If when filling the tank with fuel, fuel should stop being added when the nozzle shuts off. If additional fuel is added to pack in as much as possible , that excess fuel goes into the charcoal canister and when it is supposed to be purged , liquid fuel can get into the intake . It can also require the canister to be replaced.
