i had the same thing in my turbo coupe, the power seat motor was shorting out, which was messing with everything on that fuse but it didnt blow the fuse

Dirty battery cables will act funny too sometimes, but I'd lean toward unplugging things like the seat or window motors - one-at-a-time to see what's causing the trouble. If they have too much on one fuse you could have simply blew a fuse or fusible link but if the power is coming in it could be grounding out through a bad electric motor for sure.
