I have a 99 Tauraus. The blower works, but the heat never get hot, it stays cool, almost like that AC is on.

Sometimes people by-pass the heater core because it leaks and they can't eford to get it replaced. Or the heater by-pass valve is not opening maybe do to a vacuum leak or control panel problem. Or the heater duck door isn't opening, you can check this by removing the glove box or pull the corners in so that it falls open. Then with a flash light you'll see a white box with some wires going to it and a shaft go through it. As you move the cool to heat noble on the A/C control the shaft should rotate. And or the heater core is clogged, which is what wrong with my heater, I just don't want to get under there and fix it, and I live in TX and it doesn't get that cold for long.
