I have a 1993 Mercury Topaz that all of a sudden is starting to idle real high. It does it when I start it and idles around 3000rpm until I hit the gas, then it goes back to idling normal. My car is a manual so it also does this when I push the clutch in to shift it. I push the clutch and it revs up to 3000. Any ideas on what is causing this all of a sudden. Any help would be appreciated. Thanks!

Is the check engine light on?
If not I would look at the throttle cable.

No, there is no engine light on. What would I check for on the throttle cable, maybe it is just sticking?

Yes check under the hood to see if the throttle cable is sticking.

I checked the cable and it seems to be ok. I think it is more of an electrical issue or computer issue because the revving isn't consistant. The rpms will jump, maybe from 2000 to 3000 almost like someone is sitting there revving it up and down. I am not sure what to check or what to do next.

Mabey the Idle Air Control Valve is at fault.

Where is that located at and what does it look like? Is there a way to test it to know if it is bad?

The idle control is usually near or on the throttle body,looks like a cylinder bout half the size of a flashlight.Look by the throttle cable.Unplug it and start the car.If your car has a normal idle or below normal idle I would think that the idle controll is bad.
