i have a 2001 windstar. it keeps throwing p0171 and p0174 codes. i have changed the primary o2 sensors and the MAF. I have found that there is a tsb # 03-16-01, but can't find what the fix is. any ideas?

If it were me, I'd go to my local Ford dealership and complain about the problem - be nice, but firm.  Since it's a TSB, they aren't required to repair your vehicle, but might do so anyway for several reasons.  This problem is apparently already under investigation; your complaint adds to the total number of complaints by other Windstar owners, which will be reported to the NHTSA (it wouldn't hurt to complain directly to the NHTSA also); and dealerships usually try to keep their regular customers happy for future business and referrals.

A lot of lean codes can be caused by vacum leaks, need to have the intake inspected for leaks, computer can't tell vacum leaks,but will detect lean condition from vacum leak.

Hey i have a 2001 Windstar SEL I just purchased used. There is no manual...where can I find the keypad code?

I would suspect that there is a vacuum leak in the bellows of one of your IMRC's.  IMRC is short for intake manifold runner control and they are notorious for failing on the Windstar.  Our van would stall out intermittently for no apparent reason.  I had to replace both IMRC's in our van since both eventually developed leaks.  They are fairly easy to replace but the parts are very expensive ($180-$250 each) and the dealer will rip you off on the labor.  There are only three small screws, an IMRC linkage, and a vacuum line connected to the IMRC.  Be careful not to break the small plastic(teflon?) bushing (like I did) because the dealer will charge you $8 for that little piece of hardware.

I have a 2002 windstar with a 3.8L V-6 engine that had a similar problem. Got some insight on a site similar to this.  Changed out the upper intake manifold gaskets and cleared the computer by unhooking the battery for about 20 minutes, and the problem seems to have been solved.  Cost of parts: around $15.00 from dealership.  Time to replace: about 2 hours with some assistance from my father.  Very limited mechanical aility on my part.  Savings:  $400- $500 as quoted by a dealership.  Make sure you ask for the upper set of gaskets (total of 6 in a bag) because there are also a set of lower gaskets (maybe 2).  Be careful with the hoses and electrical connectors to make sure everything gets hooked back up correctly.  Good luck!!!
