I have a 2003 ZX3. It has power... nothing. I heard that some manufacturers install the power locks/Alarm in ALL vehicles. You just need to buy the remote to activate it.

Has anyone heard of that on the Focus?

you could have pulled off your door panel and found out for yourself in the time it takes to wait for a reply here :)

I'm not 100% positive about this, but I think your answer is no. I've had to buy latches for other vehicles b4 and they are usually specific for power or non power. Hayapower could probably answer this question for you.
