2cents: Barring tune-up related issues.......When the engine stumbles and revs up and stumbles and revs at tempatures below 40 this is the first signs of the IAC failing but not enough to set off CEL.....OBD I Systems. OBDII's could be the same, however the OBDII should throw the light to have engine checked. With issue on this post I would lean toward the engine temp sensor (NOT THE Temp Gauge sensor there are 2 temp sensors on the 3.0L 2002 Ranger). As it is sensing temp ranges and at lower temps can fall outside operational parameters. Both of these units can be checked with a good digital meter, however you need the range specs for your model year, usually in a chilton or similar manual.
