windstar ignition lock

When I insert the key and turn to start vehicle, the key does not turn.  I have to turn the key slightly to the accessory position and then turn to start vehicle.  What causes the problem?  Will it hurt if I use WD40 inside the key slot?  The steering wheel is not in a locked position.

If it is a 95-97 model the ignition locks get more play with age. You are probably removing the key slightly forward of the actual position due to the slop. I would not use WD-40, there are graphite sprays and the like the will do less harm to other components.
