It is my guess, since working with electrical components at work, that if all of the door locks started giving trouble at the same time that they probably have one thing in common with each other and that would probably be a set of relay contacts. If the contacts get charred, dirty, or what ever, then they do not conduct enough current to pull the actuators in. Voltage will still show up at the actuators but if enough current can't get through the contacts then you will not have a strong enough electromagnet to work the actuators. It doesn't neccesarily have to be relay contacts, it could be where a fuse plugs in or any connection in the system that all the doors have in common. I wonder if anybody has hooked a battery straight to a faulty actuator to see if it worked?
