2000 Taurus 121K. I've notice the last few weeks that when I'm turing the steering wheel and moving slow like when I'm parking  I hear a kindof whining noise coming from the front end of the car. The first thing I did was checked the power steering fluid but it was full. I read somewhere on the web that this is normal but I'm not so sure. Also, How can I tell if my shocks/struts are bad in the front. The car rides good but when I go over a bump I feel the full brunt of the bump. It doesn't bounce up and down, I can literally feel the tires hitting the bumps and sometimes I hear things like rattling when going over smooth asphalt.. struts/shocks?

Have the ball joints and tie rods inspected. They are a common problem. I have a 99 and replaced the tie rods and ball joints at 65k, my car was doing the same thing as yours.
