ok.. so I was unloading the Vic off the trailer and everything seemed to go well until I got it down and my brother pointed out that there was something hanging.. anyway i get out and look at its a cable.. so car still drove so i was like ok.. turns out that it was the ebrake cable.. i hooked it back up as it looked like it just came loose at this metal coupling piece but now i look at it and it droops pretty badly.. and then there is this other piece that looks low but i dk if its supposed to be like this or what.. if anyone could give some input that would be great.. its a 1998 Crown Vic P71.  Below are some pics of what it looks like under the car..

That is the emergency brake adjuster.  Look closely where the cable hooks to the wheels and see if the little hooks are releasing completely.  We have had some success with penetrating lubricant and working the lever back and forth till it frees up.  Good luck.
