94 bird 4.9 fouling #2 plug please help

I'm stumped. I have a problem with my #2 cylinder. It just fouls the plug.
Heres what I did.
Swapped coils.
swapped injectors with a different cyl.
Changed the plugs and wires
Did a compression check... all good.
looked at the cam and rockers ..seem fine.

Could I have a problem with the edis module or ecm. Being it fouls to the point that gas comes out the exhaust I don't drive it. No codes due to the battery being out. all the other cylinders are good. the wire is sparking well when i remove it from the plug while running.

I don't know where to go from here. any suggestions?

4.9? You mean it has a 300 cubic inch truck engine? Or did Ford make a smaller block than 302 that year? Oh well at any rate the plug is fouling - with oil? or blowing off the metal tip completely? (detonation) Plus if the battery is out how do you start it?

sorry its a 4.6.  Fouls with gas, as if the plug was not firing, but it is.
