fuel filter??

I am trying to trouble shoot a friends truck. It is a 94 f150 that was running fine until it was run out of gas. Now it runs fine up to around 20 mph then spits and sputters until you kick it down and get the rpms up. This is the part that has me stumped. If it was just the fuel filter why would it need to be reved to runn smooth? Has any of you gone through anything like this?

change the fuel filter and u might have to clean the fuel injectors

As stated above, change fuel filter and add some Sea Foam to the tank to clean the lines and injectors.
