Most likely the blower motor resistor..

The resistor has an integrated 'thermal protector' that burns out and the the only fan speed is high... The way the resistor works is,, the voltage to the fan motor is dropped through heat/resistance coils in the blower resistor for the first two fan positions..

The resistor is next to the blower motor (for cooling).. If you remove the pushpins for the  upper footwell trim panel (lower dash/passenger side) and take the panel off, look up and you'll see the motor with the resistor mounted of to the side..

First place I'd look...

I can send the replacement info if you need it..
Pretty straight forward repair if it's the resistor.. You 'don't' need to replace the blower motor..

1. In the passenger footwell area remove the trim panel (the trim panel thats clipped/pinned to the lower portion of the dash) from the underside/lower dash area..

2. Looking 'up' from the removed panel opening, you'll see the 'bottom' of the blower motor hanging down.. 'Right next' to the blower you'll see a small rectangle component with an electrical connector..

3. Remove the screw and take the resistor down..

4. Before replacing the resistor,,, using a test lead or wire ect,, 'bridge/jump' across the small 'diode looking' thermal protector 'connections' .. Looks like a small 'bullet' with a hard wire coming out of each end and then connected to the resistor .. If the thermal protector is burned/open, and jumping the thermal unit makes 'ALL" the fan speeds functional,,,then the resistor is bad..

Here's a 'Generic' pic of the resistor unit, and a general look at the thermal protector for position and if jumped...

I pulled the resistor and jumped like you said and it did ake the fan work. Not sure about spped though the middle 2 seem like the same speed. Maybe ill pull one from junkyard and plug in to see what happens before I replace this. Thanks
