Qaiphyx -> Variable cam timing unit or timing belt?? (4/4/2008 9:59:15 AM)

My contour is a 98 4 cylinder, idles rough and then surges up then drops again, same symptoms of that retarded vct, but sometimes it will run completely normal and have no problems. So I was wondering if maybe its my timing belt slipping?
