I have something gone really whacky with my wipers. When they are off they are like they are on intermentant 1. I did get them to  to stop by putting them on Intermentant 1. I replaced the wiper motor thinking that maybe the circuit board in it was bad...............guess not. Now they will not shut off. In the off position they are like Intermentant 1 and Intermentant 1 is normal. Does anyone have any idea what it could be??

Typical Ford "GHOST" wipers.  You most likely have a failing/failed Multi-Function switch.  This is the whole turnsignal/wiper unit.  Fairly easy to replace.
