Is there a trick to getting the garter spring to release the flange on the fuel filter (inlet side)?
I have tried pressing the collar of the removal tool with plyers and a screwdriver wedged against the filter body.

I think I found the trick.
I pressed the fuel filter back toward the tube, then pressed the tool in and the tube came off with no problem.
