you got a bad vacumm switch box, remove control panel , look behing it you will find a plastic looking module it will vacumm hoses running to it , start cheking to see if any of the hoses are broken or cracked, Chance's are its failed internal ( has a crack inside valve allowing vacumm to bleed thru ) best bet if your trying to fix it your self is to try one from a junkyard. Tell the guy if it works you will by it . Most of them will work with you on this , plug the new one in an see what it does. Unless you got a buddy that works at a Ford Dealership an he can get a Electric, Vacumm, book, they call it something like a { EVM } your kinda stuck trying to figure it out. try checking all the , flap doors an such making sure they work ok. an I think there several vacumm motors as well that hook to the flap doors to open an close them
