My blower only works on the highest setting. I have replaced the blower resistor 2 times - which initially fixed the problem. Most recently I also replaced the cowel and siliconed under the cowel as directed by a Ford Tech, assuming water was getting to resistor. Now the problem has returned and the blower only works on high again. What else could be causing this?
