I have a 2001 Harley F150, I had a problem with the rear brakes. I pulled off the wheel to see a rotor, I removed the rotor and saw a drum setup. What the hell is that? Is it a drum with rotors or does the drum assembly just work for the emergency brake? I have absolutely no padding left on the drum part of the brakes and the wheel cylinder is shot. Is all this important?

That brake setup is called ''drum in hat'' for which it resembles,, and your correct the drum portion is the ebrake.. The ebrake is cable/mech operated...
